It's just what we call the spies in the Down apartments. They're locals who report on who has visitors, who doesn't come home at night. They might actually work here, cleaning the halls...?
[And she is. She's been waiting for the call and she literally drops everything to move, although this is the kind of life they're used to. When your only chance of survival is beating the break trying to happen in the wall with the repairs, it doesn't leave a lot of time to dawdle.
She does have to dip into Drake's money, and she does have to say that she's renting him for the remainder of his time. But she's there waiting in the area they release their subjects, an extra pair of clothes already tucked under an arm just in case.]
They let him keep his clothes, but his shirt is torn and blood stained. He's been in countless fights with humans and walkers both, but this is the first time she'll have seen him sporting wounds on his face: a split lip, a bruise just under one eye.
He'll still greet her with a hug if she'll allow, he'll still proceed as if nothing is amiss.
It's a little shocking, to be honest, and she would have welcomed him in regardless but for that moment she's on autopilot almost. She steers them for the door without hesitation, wanting more than ever to get out of this place before she burns it the fuck down.
Jesus isn't someone she has to worry about physically taking care of himself usually, so the marks tell her he must not have been able to and the first thing she does when they're outside is grab for his hands to get a look at his wrists.

Yes.
You know I- [bad luck talk. So he just lets it trail off. She knows he feels the same, doesn't she?]

It's not what she wants to hear.]
Then don't feel bad.
